Purpose:

The health care industry is experiencing major transformative changes as a result of the confluence of various national, regional and local initiatives, including the Affordable Care Act, adoption of electronic health records and the Meaningful Use program, implementation of national messaging and vocabulary standards for clinical exchanges, establishment of regional health information exchanges, and adoption of new administrative standards, including new versions of HIPAA transactions, operating rules, ICD-10 and Health Plan ID.

Recognizing the challenges that the industry faces today and will
experience over the coming years to adjust to these transformative changes, NCVHS is working to identify a vision for E-Health standards, in particular those related to administrative processes, a series of key milestones through 2020, and attempt to develop and propose a roadmap providing guidance as to what lies ahead.

The purpose of this second Roundtable is to advance the work of the
Committee in the development of this Roadmap and its core components, including 1) the various upcoming health care compliance requirements and deadlines that relate to health IT standards, in a multi-year timeline; 2) the milestones needed to successfully achieve these compliance requirements, including the development and testing of proposed standards; 3) the underlying standards needed to achieve those milestones and requirements; 4) the interdependencies of the various compliance requirements, milestones and standards development
processes; 5) the gaps, overlaps and issues with these requirements; and 6) opportunities for better alignment, synergistic coordination, and most
effective, appropriate sequencing of requirements, milestones and standards development.

The objectives of the Roadmap are to 1) Identify the information
requirements to support a transforming health care system and the changes in current information processing necessary to satisfy those requirements; 2) Understand key mandates, milestones, and timelines to ensure effective execution, adoption as well as their potential modification to secure better alignment in supporting future information needs and 3) Demonstrate transparency around challenges issues and opportunities for HHS agencies, and stakeholders.

The main expected outcomes of the Roundtable include: 1) an articulated
vision for E-Health Standards; 2) a series of identified key industry trends
affecting the business of health care; and 3) the core components of an
E-Health Standards Roadmap, including goals of the Roadmap, milestones, interdependencies, timelines and outcomes.

The Roundtable will bring together subject-matter experts and
representatives from various stakeholders to discuss questions related to each of the six items identified above in a facilitated exchange format. Topics to be covered include, but will not be limited to: 1) Administrative Transaction Standards, Codes, Identifiers, Operating Rules; 2) ACA-related health information exchange requirements; 3) Meaningful Use; 4) Quality and Patient Safety; and 5) Privacy and Security.
