PURPOSE:

The NCVHS Quality Workgroup has recently completed a report: Measuring Health Care Quality: Obstacles and Opportunities, which summarizes the information provided by expert testimony over a four year period. The report contains 23 candidate recommendations developed from the hearings which have been grouped into four broad themes: assessing and improving health care and health care outcomes; reducing disparities in health and health care for minority populations; building the data infrastructure to support quality assessment and improvement; and balancing patients’ interests in privacy protection and protection of their health and safety.

The purpose of the June 24-25 hearing is to review the first 8 candidate recommendations. These hearings will invite representatives of payer, provider, and quality assurance organizations to discuss the business case for (or against) each, particularly in relation to pay-for-performance initiatives, and risk-adjusted quality assessment. The hearings will focus on the first 8 candidate recommendations only, because these speak specifically to existing transaction standards. Comments of the panel members will aid the Committee in defining both the legitimate business need for each proposed modification as well as the relevance to improved quality assessment.
